Important Update: Membership Renewal Process Changes

FBC-ABC Concludes Board Meetings in Ottawa, Welcomes New Director, and Thanks Industry Colleagues for Support 

FBC-ABC’s Board of Directors concluded a successful two-day meeting in Ottawa last week, where they approved the Strategic Plan 2025-2027. The Board also welcomed Farm Credit Canada (FCC), which presented findings from the joint FBC-ABC/FCC State of the Industry Survey, with results to be released soon. 

A roundtable with the Conservative Caucus addressed critical industry issues like labour shortages, supply chain disruptions, and regulatory inefficiencies. FBC-ABC’s annual reception welcomed more than 70 attendees and would not have been possible without the support of Maple Leaf Foods, Beer Canada, Farm Credit Canada and the Wine Growers of Canada. 

Ministers Boissonnault and Miller announce further changes to the Temporary Foreign Worker Program (TFWP) 

On September 18, the Hon. Randy Boissonnault, Minister of Employment, Workforce Development and Official Languages, and the Hon. Marc Miller, Minister of Immigration, Refugees and Citizenship, announced additional changes that will become effective on September 26, 2024: 

The 10% employer cap on temporary foreign workers under the Low-wage Stream of the TFW Program will apply across Canada, including occupations that fall under the Traitement Simplifie in Quebec. An exception will be made for employers seeking to fill labour shortages in the healthcare, construction, and food processing sectors, which will be permitted to keep a 20% cap.

All Labour Market Impact Assessments (LMIAs) approved for Low-wage Stream positions will be limited to a work duration of a maximum of one year, including those processed under the Traitement Simplifie, except for occupations under the Primary Agriculture Stream.

The Refusal to Process policy will apply to all Census Metropolitan Areas (CMAs) with an unemployment rate of over 6%, with an exception made for employers including food processing sectors. The CMA unemployment rate information will be updated four times a year, when the first Labour Force Survey of each financial quarter is published. The list will be updated on the same day that the data is published.

 Within the next 90 days, changes to the High-Wage Stream, to existing LMIA applications for which positions have not been filled, to sectoral exceptions, or refusing to process other LMIA applications, including for rural areas.  

Federal Plastics Registry – Draft Reporting Template 

Environment and Climate Change Canada has developed a draft reporting template for phase 1 of reporting for the Federal Plastics Registry. A finalized version of the template will be released prior to phase 1 of reporting.  

Bill C-293: An Act respecting pandemic prevention and preparedness 

This week, Bill C-293, An Act respecting pandemic prevention and preparedness, has drawn considerable media attention. Some FBC-ABC members have expressed concerns about the Bill, which, among other provisions, would empower the Minister of Agriculture and Agri-Food, the Minister of Industry, and provincial governments to regulate commercial activities that could elevate pandemic risks—such as industrial animal agriculture. FBC-ABC supports the advocacy efforts led by the primary and processing meat sectors on this issue and will continue to monitor the Bill’s progress as it moves through the Senate.  

Ministers LeBlanc and Anand announce trucking pilot to improve movement of goods 

This week, the Hon. Dominic LeBlanc, Minister of Public Safety and the Hon. Anita Anand, President of the Treasury Board and Minister of Transport announced the launch of a pilot project to mutually recognize regulatory requirements in the trucking sector. Under this new trucking pilot, participating provinces and territories will commit to recognizing each other’s regulatory requirements, even where differences exist.
